After two rounds of commentary and two separate revisions, DFS has now issued its ­final set of rules scheduled to be in force as of March 1, 2017. Although the ­final rule is less prescriptive than the original draft regulations, it still carries with it a number of pitfalls and complexities of which every DFS-regulated entity should be aware.
