Richard Scanlan has represented a wide range of national, state and local special interest groups, corporations and government officials for almost 40 years. He began his career as legislative assistant to Senator Marlow W. Cook (R-Ky). After leaving Senator Cook’s office, Richard established the state government relations program for a large energy generation equipment manufacturer, coordinated hiring of legislative counsels in numerous state capitals and hired public relations firms to develop strategies to oppose statewide nuclear initiatives in some dozen states. Next, he worked for the Tobacco Institute for over 10 years, where he implemented their legislative program in 26 state capitals east of the Mississippi. In 1990, Richard teamed up with Don Mazzullo and joined HSE.

Richard has provided a full range of government/public affairs services, including testifying before legislative bodies, public speaking and advocacy, legislative representation and coordination, communication with print and electronic media, program development and maintenance and formulation of support systems for a diverse range of clients..
