For more than 20 years, JoAnn Gould has focused her practice on environmental law, counseling major corporate clients, primarily with respect to permitting and regulatory compliance under the Clean Air Act and hazardous waste programs, as well as the Clean Water Act, the Toxic Substance Control Act, the New York State Environmental Quality Review Act and reporting under SARA Title 3. She spent several years early in her career with the New York State Department of Environmental Conservation’s Division of Environmental Enforcement, and has extensive experience negotiating resolution of administrative enforcement actions and remedial obligations. JoAnn's expertise includes:

  • Environmental permitting/compliance.
  • Analyzing environmental laws, regulations and proposed regulations to develop compliance plans and advocacy strategies.
  • Negotiating work plans, permits, and consent orders for the investigation and remediation of contaminated sites under RCRA Corrective Action, CERCLA, and state remedial programs.
  • Environmental site assessments, compliance audits, and environmental due diligence for acquisitions or divestitures.
  • Evaluating and negotiating resolution of civil or administrative enforcement actions by the USEPA or state environmental enforcement agencies.
