Eric Hebert has acted as bond counsel and underwriters’ counsel for nearly two decades. He represents issuers throughout the country, including municipalities, public authorities, housing authorities, utilities, and hospitals. He has expertise in the areas of special tax districts, general obligation bonds, transportation projects, municipal utilities, and health care.

Eric takes pride in advising his clients and ensuring that they reach their financing goals. He provides attentive representation and straightforward communication for his clients regardless if it is their first bond issuance or their hundredth. Eric appreciates seeing the results of his practice throughout the community in new parks, schools or transportation projects.

Before joining the firm, Eric worked in the public finance group at Sidley Austin in New York and Washington D.C. and Norton Rose Fulbright in Washington D.C. Eric also previously worked as a certified public accountant.

  • Washington Metropolitan Area Transit Authority’s Dulles Metrorail project, serving as bond counsel to Fairfax County, Virginia in transactions financing rail expansion and surrounding infrastructure and development*
  • The City of New York and the New York Transitional Finance Authority bond financings (15+ years), serving as bond counsel to the City of New York for purposes of financing its general capital program*
  • Municipal bond issuances throughout New York, Virginia, Washington D.C., North Carolina, and California
  • Not-for-profit entity financings, including numerous health care institutions and institutions of higher education
  • Advising clients on SEC Rules, IRS statutes, and Treasury Regulations
  • Municipal financings for utilities and water and wastewater systems
