Our Experience

Our Role in Representation. We have served as bond counsel, underwriter’s counsel, and special counsel in connection with the general obligation and revenue financings of various municipal issuers within New York State. Our representation has also extended to public and private businesses, underwriters, and banks in various tax-exempt bond transactions, many of which have involved letters of credit, bond insurance or similar credit enhancements. This breadth of experience enables us to effectively serve our clients.

Federal Tax Issues. We have experience dealing with arbitrage, rebate, and similar issues under the Internal Revenue Code. The firm has analyzed these tax issues in connection with our representation of various issuers. In addition, HSE provides ongoing legal advice to its municipal clients to ensure continual compliance by such issuers with federal tax requirements.

Disclosure Matters. Through our extensive work as underwriter’s counsel we have developed a particular sensitivity for disclosure issues in municipal finance transactions. The ever-tightening regulatory environment makes this expertise particularly valuable in today’s marketplace.
